Ruth Farm (Bechtel Farm at Stony Run/446 Stony Run Road)  

As highlighted in the January 2024 newsletter, EVA scored a huge WIN during the Conditional Use hearing on density and wastewater treatment. The applicant will also make traffic safety improvements at the intersection of  Stony Run Road and West Bridge. The improvements include a 4-way Stop, overhead, stop-ahead flashing signage on West Bridge, and a realignment of Stony Run Road. 

There are lingering concerns over the effectiveness of the stormwater management controls for this parcel which is in the headwaters of the High Quality, Trout Stocking Stony Run Creek (the Creek). The Creek was deemed impaired in 2012 and it is the responsibility of the township to address the current conditions and return it to its High Quality status.


In addition, the Chester County Planning Commission's review letter warned about the risks of downstream flooding caused by increased run-off and negative impacts to aquatic life from rising water temperatures. They offered recommendations to further protect the Stony Run Watershed.

On a positive note, the conditions attached to approval of this use included the addition of a centralized green space and the requirement for the applicant to incorporate the review comments of the township engineer and any stormwater management consultant(s) of the township's choosing.


The applicant must also comply with all state and township stormwater ordinances and best management construction practices. Diligent oversight will be required throughout the land development process.

Looking Ahead

The project now moves to the Preliminary Land Development phase. It will be critical for the township to ensure that all required steps in the process are followed and all documentation and studies are completed by the applicant, per our ordinances.
